He was educated at Wellington College, England, and at London University College and Hospital in 1884.
Soon after serving his internship in London Hospital, he was asked to serve as physician on a steam vessel which was taking Portuguese laborers to work on sugar plantations in the Sandwich Islands.
Dr. Herbert arrived in what was then the Kingdom of Hawaii in 1885 when Kalakaua was the reigning sovereign. He was persuaded by King Kalakaua to remain in the Islands.
Dr. Herbert then went to Kauai and practiced at Kealia Plantation which was owned by Colonel Zeph Spalding who was married to the oldest Makee daughter, Wilhelmina. While practicing on Kauai, Dr. Herbert met Kate Lee Makee.
In 1886 he went to Maui where he married Kate Lee Makee, daughter of Captain Makee, at Ulupalakua. The couple's first child, Charles Makee, was born in Honolulu, and their second child, Rose Edith, was born ar Wailuku. A few months after the birth of their second child the family moved to Honolulu where Dr. Herbert had his office on Alakea Street.
During his eight years of practice on Maui, one of the familiar and comforting sounds to the natives in the Wailuku area was the jingle of sleigh bells which were attached to his horse's bridle -- heralding Dr. Herbert's approach as he made his rounds in the surrounding countryside. It was not unusual to find a messenger waiting for him at the roadside with the request that "Kauka" (as he was affectionately known) visit an ailing resident who had heard the bells and knew that medical aid was close at hand.
Dr. Herbert was a government physician for a number of years. From 1893 to 1901 he was superintendent of the Oahu Insane Asylum. He was chairman of the Board of Medical Examiners from 1905-1916. In 1924 Dr. Herbert retired.
Dr. Herbert purchased a home and apple orchard in Watsonville, California, where the family lived for a number of years. In 1931 Mrs. Herbert died.
The doctor married Mrs. Polly Ward of Honolulu in 1940. The couple lived in Palo Alto until 1947 when they returned to Honolulu to make their home.
Dr. Herbert died August 27, 1950 in Honolulu at the age of 91.
He was a member of the Pacific, University and Country clubs, Honolulu Council No. I, Chiefs of Hawaii, the Hawaii Territorial Medical Association, the Royal College of Surgeons, London, and the College of Physicians, Edinburgh.
