The original Rules and Regulations for a Temporary HOSPITAL and DISPENSARY, written on June 20, 1859, listed the duties and responsibilities of the House Physician.

It shall be the duty of the physician at the expense of the Corporation to have one of the rooms in the temporary Hospital fitted as may be necessary for a surgery and dispensary, to select and arrange a proper supply of suff medicines with containers for the same and other appliances suitable for the treatment of the sick, adding to and renewing the same as may be required.10.
The Physician shall attend the Dispensary every day for a term not less than one hour and a half, and not exceeding three hours, in the discretion of the Executive Committee, the time to be fixed and published by them; to prescribe and deliver, or cause to be delivered suitable medicines for the relief of such sick persons as are provided with the certificate according to No. 21.11.
The Physician shall examine into the complaints of all applicants for admission into the Hospital recommended by certificate as provided for in Rule 21; and where the case is not one of emergency he shall report to the next executive Committee meeting, stating whether the patient requires Hospital treatment.12.
The Physician shall in case of emergency from accident or otherwise immediately admit without certificate patients to the Hospital, if in his judgment it is necessary, reporting the case or cases to the next weekly meeting of the Executive Committee, who shall then determine whether the relief so granted shall be continued.13.
The Physician shall cause to be received into the Hospital such patients as are provided with certificates from the Chairman of the Executive Committee. He shall treat and attend to the patients by day or night as necessary, according to the nature of their complaints, generally supervise the Hospital, and see that the subordinate officers attend properly to their duties, and to the wants, comforts and cleanliness of the patients.14.
The Physician shall keep a record of all the cases of sickness that come under his care, both in the Hospital and Dispensary, in tabular form, entering therein the names, age and nationality of the patients, the nature of their diseases, the treatment, the dates of their admission and discharge and the results.15.
The Physician shall make a weekly report to the Executive Committee of the business done and the state of the patients under his care, and also bring before the notice of the Committee any other subject requiring its action, and at the first meeting in each month, he shall lay before the Committee for approval all accounts that may be due for medicines, or other necessary articles or materials, procurred by him for his Department, certifying on each bill the correctness thereof16.
The Physician shall make such Rules and Regulations for the internal management and discipline of the Hospital, as he may deem expedient, the same not being in conflict with the spirit of the Charter, By Laws and Rules of the Corporation.
